What’s Different in 2027: Filing Until Slots Run Out
For the 2026 exams, CSC used fixed application windows. For the March 2026 exam, filing ran from November 3 to 28, 2025. For 2027, applications open on a continuous basis until the available slots are filled, or until CSC announces otherwise.
What this means for you: there is no fixed deadline to rely on. In popular testing centers, especially in NCR, Region III and Region IV, slots can run out quickly. For context, 307,747 people took the March 2026 exam, and 240,934 took the August 2026 exam in the areas where it pushed through. With 350,000 slots per sitting, file in the first days after November 2 if you want your preferred testing center.

CSC will publish the official requirements in its specific announcement for the March 2027 exam. Based on the 2026 CSE-PPT, expect the following:
- A filled-out application form (CS Form No. 100, available from CSC offices or the CSC website)
- Recent ID photos in the size and number CSC specifies
- A valid government-issued ID, original plus photocopy
- The examination fee, which was ₱500 in 2026, paid when you file at a CSC Regional or Field Office
In general, you must be a Filipino citizen, at least 18 years old, and not have already passed the same exam level. Check the official announcement for the complete list, because CSC strictly enforces its photo and ID rules.
Exam Format and Passing Grade
| Level | Items | Time limit |
|---|---|---|
| Professional | 170 | 3 hours 10 minutes |
| Subprofessional | 165 | 2 hours 40 minutes |
Figures are from the 2026 CSE-PPT. To pass, you need a general rating of at least 80.00. Calculators, watch calculators, tablets and printed materials are not allowed.
What the exam covers
- Verbal ability (English and Filipino): grammar, vocabulary, paragraph organization and reading comprehension
- Numerical ability: basic operations and word problems
- Analytical ability (Professional): word association, assumptions and conclusions, logic and data interpretation
- Clerical ability (Subprofessional): filing and spelling
- General information (both levels): the Philippine Constitution, RA 6713 (Code of Conduct and Ethical Standards), peace and human rights, and environmental management and protection
Professional or Subprofessional: Which Should You Take?
- Professional eligibility (second level) qualifies you for first-level (clerical) and second-level (technical, executive and managerial) career service positions, except those that require a professional license. Choose this if you have, or will soon have, a college degree and want room to grow.
- Subprofessional eligibility (first level) qualifies you for first-level clerical positions only.
Either way, eligibility alone doesn’t get you hired. You must also meet the position’s education, experience and training requirements.
