The Department of Science and Technology – Science Education Institute (DOST-SEI) announces the opening of applications for the 2026 Undergraduate Scholarship Program. This program aims to support deserving Filipino students who wish to pursue degree programs in science, technology, engineering, and mathematics (STEM) fields that are vital to national development.

The deadline for submission of applications is November 21, 2025. All interested and qualified students are urged to apply early through the official DOST-SEI online portal.

Program Overview

The DOST-SEI Undergraduate Scholarship Program seeks to strengthen the country’s science and technology human resource base by providing financial assistance to talented and deserving students. The program supports those who intend to pursue priority S&T courses in accredited universities, colleges, and state institutions nationwide.

Two types of scholarships are offered under this program:

  1. RA 7687 Scholarship – for financially challenged but academically talented students who belong to low-income families.
  2. MERIT Scholarship – for students who meet the academic qualifications but do not fall under the low-income category.

Both scholarship types provide comprehensive benefits to ensure that scholars can complete their studies without financial constraints.

Scholarship Privileges

Qualified scholars will receive the following benefits:

  • Tuition and other school fees: up to ₱40,000 per academic year
  • Book allowance: ₱10,000 per academic year
  • Monthly living allowance: ₱7,000 per month
  • Clothing allowance: ₱1,000 (for first semester of first year only)
  • Transportation allowance: for scholars studying outside their home province
  • Thesis allowance: ₱10,000
  • Graduation allowance: ₱1,000

These privileges are granted to help scholars focus on academic excellence and successfully finish their chosen degree programs.

Qualifications for Application

Applicants must meet the following minimum requirements:

  • Must be a natural-born Filipino citizen of good moral character.
  • Must be a Grade 12 student in Academic Year 2025–2026 from a public or private high school recognized by the Department of Education (DepEd).
  • Must belong to the STEM strand, or if enrolled in a non-STEM strand, must be among the top 5% of the graduating class.
  • Must be in good health and have no pending administrative or criminal cases.
  • Must be willing to enroll in DOST-SEI priority S&T courses in recognized higher education institutions.

Application Procedure

Applications are to be filed online through the DOST-SEI Undergraduate Scholarship Application System.

Steps to apply:

  1. Visit the official DOST-SEI website: https://www.sei.dost.gov.ph
  2. Register for an account and complete the online application form.
  3. Upload all required supporting documents, including:
    • Recent passport-size ID photo
    • Birth certificate
    • Form 137 or 138 (report card)
    • Certificate of good moral character
    • Parent’s or guardian’s proof of income
  4. Review all details carefully before submitting.
  5. Submit your application on or before November 21, 2025.

Incomplete or late submissions will not be processed.

Examination and Selection Process

Qualified applicants will be notified of their eligibility to take the DOST-SEI Undergraduate Scholarship Qualifying Examination. The schedule and venue of the examination will be announced through the DOST-SEI website and official social media pages.

Examinees who pass the qualifying exam and meet all requirements will be awarded either the RA 7687 or MERIT scholarship, depending on their eligibility.

Service Obligation

All DOST-SEI scholars are required to serve in the Philippines after graduation for a period equivalent to the number of years they enjoyed the scholarship. This service requirement ensures that the knowledge and skills gained through government support are used to benefit the country.
